Call to order—Chair Cathy Corry called the meeting to order at 7:02 P.M.

Public comment.—Speaker is happy to be here tonight.

Approve minutes of Council meetings—The minutes of the 02/26/09, 04/23/09 and 06/25/09 Council meetings were taken up for consideration. The Chair addressed each set of minutes in chronological order and announced that all Council members were sent a set of the minutes by e-mail and presented with a printed set at this meeting. For each set of minutes, the Chair stated that if there was no objection, the reading of the minutes would be waived. There was no objection. The reading of each set of minutes was waived. For each set of the minutes, the Chair asked for corrections and comments. There were none. For each set, the Chair announced that, if there was no objection, the minutes would be accepted as submitted.  For each set, there was no objection. The minutes of the 02/26/09, 04/23/09 and 06/25/09 Council meetings were approved as submitted.

Reports

(1) Chair’s report
(a) Circuit 6 Juvenile Justice Board (C6JJB)—Next meeting is Monday, July 27, 2009, 2:00pm, Downtown Clearwater Courthouse, County Commission Assembly Room, 315 Court Street, Clearwater, FL.
(b) Pinellas County Juvenile Justice Council—Next Council meeting is Thursday, September 24, 2009, 7:00 pm, at the Seminole Community Library - 9200 - 113th Street North, Seminole, FL.
(c) No Council meeting scheduled for August 2009.
(d) Teleconference meeting of the Department of Juvenile Justice (DJJ) Zero Tolerance Taskforce scheduled for Thursday July 30, 2009, at 2:00 P.M. Go to the DJJ website for dial-in conference call number and conference code. Chair was not sure if Council members could only listen or actually participate in the meeting. The DJJ website is www.djj.state.fl.us. Look under Public Notices.
(e) Copy of the Chair’s report was submitted for the record.

(2) Vice-Chair’s report— Vice-Chair Sullivan, as Chair of the Nomination Committee, reported that there was one nomination for appointment to the Circuit 6 Juvenile Justice Board to fill a vacancy among the Council’s appointments. The nominee is Dannie Williams. Mr. Williams is a retired Largo fire fighter and paramedic; a mentor at a number of schools; and is willing to accept the responsibilities of the position. Council Chair asked if Williams is available for the Board’s week-day, day-time meetings. Committee Chair answered that he was. Member Keith Estes asked if the Council does a background check of candidates. The Council Chair answered that such a check is neither a Council criteria nor a statutory requirement. There was discussion of the legality of requiring a background check and the mechanics of conducting it.

(3) There were no other reports.

Old business—Vote to fill the vacancy on the C6JJB among the Council’s appointments. There was one nominee brought forward by the Nomination Committee: Dannie Williams. The Chair asked if there were nominations from the floor. There were none. There being only one candidate, Member Dave Plyer moved that, if there was no objection, the Council approve Dannie Williams by acclamation. The motion was seconded by Member Sullivan. There was discussion as to the meaning of “acclamation.” The meaning was defined as “unanimous consent.” The motion was approved. The Chair announced that Dannie Williams is the Council’s new appointment to the Circuit 6 Juvenile Justice Board. The Chair stated that the appointment was effective immediately and that Williams could attend the Board meeting scheduled for July 27, 2009. The Chair asked the Committee Chair to notify Williams of his appointment and to email Williams’ contact information—email address, mailing address and phone number—to the Chair. The Committee Chair agreed. The Chair would email that information to DJJ’s Tim Niermann and to Circuit 6 Juvenile Justice Board Chair Paul McClintock.

New business—There was no new business.

Council member announcements

(1) Keith Estes stated that he called C6JJB member Calvin Harris to apologize for claiming, during the last meeting of the C6JJB, that Harris had made a disparaging remark about a member of the Pinellas County Juvenile Justice Council. Estes made his statement during the Board meeting in support of a member of the public who, during the public comments segment of the meeting, reminded the Board of the incident and asked for an apology. Council Chair Corry explained to Member Estes that a disparaging remark had been made by a Board member some time ago but that the member was Paul McClintock, the current chair of the Board, and not Harris (then chair of the Board). The Chair pointed out that it was made clear at the Board meeting who had made the remark. Estes recommends that the Board address the issue of derogatory statement.

(2) Dave Plyer, currently Council Secretary, announced that he does not plan to seek re-election as an officer of the Council.

(3) Cathy Corry, currently Council Chair, announced that she would not run for a second term as Chair. As a result, she would lose her position as a member of the C6JJB. Chair Corry said that she might be out of town during the September 2009 meeting of the Council and that Vice Chair Sullivan would function as the Chair.

(4) Brian Pitts noted that Florida Statute 951.26 [and 948.51] requires each board of county commissioners (Pinellas, Pasco, etc.) to establish a county public safety coordinating council. Pitts stated that this entity is to work with the [circuit juvenile justice] boards and [county juvenile justice] councils to develop a plan to deal with juveniles who commit non-violent felonies. He further noted that this statute is not referred to in FS 985.664 that deals with the juvenile justice Boards and Councils and that the Pinellas County Board of County Commissioners has not established its Public Safety Coordinating Council as required by law.

(5) Matt Sullivan, currently Council Vice Chair, announced that he would not seek re-election as an officer of the Council.

(6) Greg Pound spoke of his continuing concerns of the plight of children and families in Florida.

Public comment—Speaker expressed disappointment that the current Council Chair and Council Secretary were not seeking re-election.

Adjourn—Chair Corry announced that there were no further items on the agenda and, if there was no objection, the meeting would be adjourned. There was no objection. Chair Corry declared the meeting adjourned at 8:12 P.M.
