Call to order.— Chair Cathy Corry called the meeting to order at 7:00 P.M. Chair Corry assumed the temporary role of Membership Registrar in the absence of Mr. Pitts.

Public comment.— A student mentioned that she was attending this Council meeting as a high school class exercise in civics at the suggestion of her mother.

Approve minutes.

(1)  Chair noted that all council members were sent a copy of the minutes by e-mail. Chair asked that, if there was no objection, the reading of the minutes be waived. There was no objection and the reading was waived.

(2)  Chair asked for changes to the minutes. There were no changes.

(3)  Chair stated that, if there was no objection, the minutes would be approved as submitted. There was no objection and the minutes of the October 23, 2008 council meeting were approved as submitted.

(4)  A copy of the minutes was provided for the record.

Reports.

(1) Report from the Chair.— Chair Corry reported that, on behalf of the council, she had:

(a) Notified, by US mail, each of the four members of the Circuit 6 Juvenile Justice Board (C6JJB) appointed by the Council at its public meeting of October 23, 2008.

(b) Notified, by e-mail, those Council-appointed members of the C6JJB whose two-year terms had expired and were not reappointed.

(c) Notified, by e-mail, DJJ and all members of the C6JJB of the four new Board members.

(d) Requested, from DJJ’s Board and Council Coordinator Tim Niermann, a current list of all C6JJB members. Niermann said he would send the list after the Pasco Juvenile Justice Council appointed its new Board members at its meeting this week [of 11/19/08].

(2) Report on School Related Charges.— Member Plyer reported that the Council has been tracking school-related arrests Pinellas County’s public schools since 2005. Information for the 1st quarter of the 2008-9 school had been received from the Pinellas Juvenile Assessment Center (PJAC). Plyer used this information to generate these concussions:

(a) Elementary and ESE schools contributed 11% percent of the 4488 charges levied from 3Q 2003-4 to 1Q 2008-9 school years and that efforts should be made to reduce this percentage.

(b) Nonviolent charges of “Disruption of School Environment”, “Disorderly Conduct” and “Trespassing”— categorized by the Council as “Behavior” and “Trespassing”—accounted for 40% of the charges during this period and that efforts should be made to reduce this percentage.

(c) The traffic on the “schoolhouse-to-jailhouse track” is down from 1231 counts in the 2004-5 school year to 807 in the 2007-8 school year.

(d) Fist quarter figures for the current school year (2008-9) suggest that the steady decline in charges levied may have leveled off.

(e) Plyer gave a copy of the report to each member present and submitted a copy for the record.

New business.

(1) Form Grant Review Committee.— Chair called for volunteers and the following members offered to serve as the PCJJC Grant Review Committee for the 2009-10 period: David Bupp, Keith Estes, Dave Plyer, and Matt Sullivan.

(2) Form youth discussion group.— Member Segall suggested the formation of a youth group that would meet independently of the Council to develop action items that they would, in turn, present to the Council as motions for discussion and adoption as Council business.

(3) Present report on school-related charges at a Pinellas County School Board meeting.—Report to be based on 2Q 2008-9 school year data.

(4) Motion: The Council will request from DJJ Secretary Frank Peterman a status of actions taken to date on DJJ’s Blueprint Commission recommendations as based on Member Sullivan’s draft letter.— Member Sullivan presented an alternative to Member Segall’s draft that was discussed in a Council workgroup just prior to this Council meeting. The motion was seconded by Member Segall. The motion passed after discussion. Secretary Plyer will write a final draft based on the Sullivan draft. A copy of the Sullivan draft was submitted for the record.

Council member announcements.— Member Estes recounted a recent news report that employees of Florida’s Department of Children and Families, strip searched a youth for marks of abuse eight months after the complaint had been filed. There were no other member announcements.

Public comment.— There was no public comment.

Adjourn.— Member Stearns moved to adjourn the meeting. Member Sullivan seconded. There being no further business, the motion passed. The chair adjourned the meeting at 8:27 P.M.
