Pinellas County Juvenile Justice Council: January 24, 2008—Report from the Chair 01/16/08 Walt McNeil appointed Secretary of DOC by Governor Crist; therefore, McNeil will be leaving DJJ. As of this date, a new DJJ Secretary has not been announced. 01/14/08 Circuit 6 Juvenile Justice Board meeting Vacancy on the Board The Board members voted to
remove Chimurenga Waller from the Board for lack of attendance. The Pinellas
County Juvenile Justice Council appointed Waller in 2006. He failed to attend
any Board meetings. At the Council meeting of 12/27/07, the Council gave its
representative to the Board (the Council Chair) authority to support Waller’s
removal. Upon his removal, the Council Chair notified Waller of the Board’s
action by e-mail on January 18, 2008. Submitted for the record is a copy of the
1/18/08 e-mail from the Chair to Waller. Notices of Motions to amend Bylaws The Council’s representative to the Board has submitted to the Board four notices of motions to change the Board’s Bylaws. The notices are for motions to amend these portions of the C6JJB Bylaws: 1. Article III to provide for the continuous rotation of the Chairperson and Vice Chairperson from among the three statutory members of the Board, remove the position of Secretary, and correct duplicate article number and heading. 2. Article VII to specify that the Bylaws be amended by the Board itself and not by DJJ. 3. Article II Section A to expand Board membership to the twenty-one (21) member maximum provided by law. 4. Change all references of Florida Statute (FS) 985.4135 to 985.664. Submitted for the record is a copy of the 1/18/08 e-mail from Plyer to DJJ Board and Council Coordinator LaVetta Waters requesting that she send the notices of motions to all Board members. Investigation of DJJ’s 2006-7 grant review violations On January 8, 2008, the Chair asked Dawn E. Case, Deputy Inspector General Office of the Chief Inspector General if there was additional information that the IG needed for its investigation. To date, there has been no reply. The Council initially requested the investigation in an e-mail to the IG five months ago on August 7, 2007. Next Council meeting: 7:00 p.m. Thursday, February 28, 2008, at the Seminole Community Library.
