Call to order

Chair Plyer, Called the meeting to order at 7:00 p.m., a quorum was present.

Public comment

Chair Plyer invited public comment by any persons present, none was expressed at the time.

Approval of the minutes

Chair Plyer called for the council members to approve the minutes of the general meeting of 9/27/2007, there being no objection as to the reading being waived, there being no comments or corrections as to the content, said minutes were moved by the chair for adoption and were approved unanimously by all council members present.

Reports

Chair Plyer called for reports by the members at large: secretary Pitts expressed no report; the vice chair Sullivan expressed no report.

The chair expressed the status of Chimurenga Waller’s appointment to the Circuit 6 Juvenile Justice Board in contacting him by email on 10/13/2007 requesting his resignation to the council or confirm that he would appear at the next Circuit 6 Juvenile Justice Board meeting and to respond back to the chair by 10/25/2007 concerning such, Waller at date failed to reply. The email is submitted for the record.

On 10/22/2007 new information concerning Department of Juvenile Justice prevention grant review procedure of 2007-2008 was made available. Where an email was sent to the investigation manager of inspector general of the governor’s office. The e-mail requests inclusion of an attached letter in the IG’s investigation. In the attached letter, dated August 8, 2007, Martha Fogle, Director of Juvenile Diversion Programs, falsely claims to have been a member of the Pinellas County Juvenile Justice Council’s 2007 Grant Review Committee. The letter was written to Ms. Williams [DJJ] on the stationary of Sixth Judicial Chief Judge Robert Morris. A copy of said letter attached to the email is submitted for the record.

On 10/23/2007 the 2008-2009 prevention grant review cycle begins. On said date the council received two emails the first expressed by DJJ Grants Manager Maury Kolchakian pertaining to appointment of review committees by the council by 11/2/2007 names to be supplied on a attached form and turned in for training starting 11/2/2007. The second email two hours later from the DJJ representative for the 6th circuit boards and councils expressed neither Pasco nor Pinellas have any new funds to allocate in this upcoming grant cycle. A copy of the emails are submitted for the record.

On October 25, 2007, the Chair sent an e-mail to the Office of the Attorney General. The e-mail requests an opinion from the OAG on the Council’s interpretation of the circuit board membership requirements in Florida Statute 985.664. This is in response to Board Chair Calvin Harris’ attempt to seat, as a member of the board, someone not appointed by county councils. The Council authorized this request at its meeting of September 27, 2007.

Meeting rooms for the council have been reserved at the Seminole Community Library for the 2008 year, the next meeting of the Council shall be here at the Seminole Community Library in the morning 12/27/2007 at 9:00 a.m.

Old business:

The council was addressed to adopt the annual 2008 council meeting schedule, council member Wright moved for approval, registrar Corry second the motion. There being no objection, there being also no discussion, the chair called to vote by members who unanimously agreed, which said schedule was adopted.

Registrar Corry expressed bylaw limits as to voting rights in the council being one vote per agency or organization.

New business:

Chair Plyer proceeded to inquire of those present to assign and establish them for training and in a grant review committee, he and registrar Corry explained the process in depth.,

A grant review committee was established as the following persons: chair Plyer, Vice chair Sullivan, registrar Corry, council member Wright, Attendees Virginia C. Holmes and Dorothy M. Koonce.

Chair Plyer informed that the members of said committee would be contacted by email and would need to timely respond when needed upon his requests.

Council member Wright moved that the council make a statement to Department of Juvenile Justice and the Bay County circuit court condemning the Martin Lee Anderson criminal trial of the not guilty of manslaughter verdict of the boot camp nurse and guards who were indicted, secretary Pitts second the motion. There being no objection and after further discussion the council agreed by majority vote. By email due to timeliness, the statement would be prepared by Council member Wright and agreed upon by email by the council or at call of an emergency meeting of the council.

Discussion by the council concerning recommendations to the Blueprint Commission: Chair Plyer invited the discussion on suggestions the council should present to the Blueprint Commission impaneled by Department of Juvenile Justice, secretary McNeil and governor Crist.

Registrar Corry expressed the dates and address of the Tampa meeting being 10/29-30/2007 and went in depth as to the commission’s agenda.

Discussion by the council concerning recommendations to the Blueprint Commission resulted in the following points of concern;

• Citizens review board with enforcement capability,
• Give boards and counsel enforcement authority,
• Reimbursement to boards and council for operating expenses,
• Removal of shackles during court appearances,
• Establish a youth advisory board,
• Legislation that keeps juvenile records confidential,
• No child arrested for misbehaving in school,
• Change Florida statute concerning the definition of gangs,
• Due process for all juveniles,
• Replacement of SROs with trained behavior specialists on school campuses,
• Court trial by peers,
• 20% increase in prevention program funding of Department of Juvenile Justice,
• Requirement of parents and or counsel of a juvenile be present before there be any interrogation,
• Limits on state attorney discretion on classifying juvenile as a adult for any particular offense,
• Mental health issues of the youth must be taken under considerable evaluation.

Council member announcements:

Council member Wright spoke on how at a popular youth hang out (The rock) in downtown St. Petersburg, youth are being harassed and targeted by the St. Petersburg police department as a attempt to build a case to call the socializing youth “gangs.” He also expressed how said problem has become an increasing matter in south St. Petersburg and in minority populated areas of the city.

Vice Chair Sullivan expressed that all council members should appear at Blueprint Commission meeting in Tampa during the public comment segment from 5-7pm on 10/29/2007.

Council member Pound read psalm 38:19-22 from the Holy Bible and expressed the desire to have the council begin it’s meetings with prayer to God.

Public comment:

Public comment was expressed by an attendee who spoke on how parents are not allowed to speak or ignored in the courts by judges when it comes to custody rights and juvenile issues of their children.

Chair Plyer declared adjournment of the meeting at 8:54 p.m.
