Report from the Chair
10/13/07 Request sent to Waller asking for his resignation from the C6JJB
On October 13, 2007, the Chair sent an email to Chimurenga Waller asking
that he reply by October 25, 2007 either with his assurance that he would attend
the next meeting of the Circuit 6 Juvenile Justice Board or submit his
resignation from the Board to the Pinellas County Juvenile Justice Council.
Waller was appointed to the Board by this Council in September 2006 and has not
attended any Board meetings.

10/22/07 New information about DJJ’s 2007-8 delinquency prevention grant
review procedures
On October 22, 2007, the Chair sent an e-mail to Heidi Huelskoetter,
Investigations Manager with the Inspector General - Office of the Governor
asking to include additional information in its on-going investigation of DJJ’s
2007-8 delinquency prevention grant review procedures [Chair’s
report 9/27/07]. The e-mail asked the Inspector General to include in its
investigation a
letter attached to that e-mail. The letter, obtained by Vice Chair Matt
Sullivan, is from Martha Fogle, Director of Juvenile Diversion Programs, to an
unidentified Ms. Williams. I believe Williams is DJJ Operations Manager/JJ
Boards & Councils Danielle PJ Williams. The letter was written August 8, 2007,
on the stationary of Sixth Juridical Chief Judge Robert Morris. In the letter,
Fogle claims to have been a member of the Pinellas County Juvenile Justice
Council’s 2007 Grant Review Committee. That is false. The purpose of the letter
is not known at this time. [Copy

10/23/07 2008-9 DJJ delinquency prevention grant review cycle begins
On October 23, 2007, the Council, received two mails from DJJ announcing Grant
Review Committees For 2008-09 Grants. The first letter is from Maury Kolchakian,
Grants Manager Office of Prevention and Victim Services. He tells the Circuit
Board Chairs to “appoint your grant review committees by November 2nd” . His
time-line shows grant review training November 2-9, 2007. He asks that names of
committee members be entered on a form he attached and returned to him.
The second email, received two hours latter from Lavatta Waters, DJJ JJCRIS
for the Circuit 6 Juvenile Justice Board and Councils, says, “Niether Pasco or
Pinellas County has any new funds to allocate for this upcoming grant cycle.”
Her letter was addressed to Circuit 6 Juvenile Justice Board Chair Calvin
Harris, Pasco County JJ Council Chair Lisa Sloan and Pinellas County JJ Council
Chair Dave Plyer.

10/25/07 Request for Opinion from OAG concerning appointment of Circuit 6
JJ Board Members
On September 27, 2007, the Council authorized the Chair to ask the Office of the
Attorney General for an opinion of the Council’s interpretation of the circuit
board membership requirements in Florida Statute 985.664. This in response to
Board Chair Calvin Harris’ attempt to seat, as a member of the board, someone
not appointed by county councils. On October 25, 2007, the Chair sent the email
to the OAG.

Meeting rooms reserved for 2008
Rooms have been reserved at the Seminole Community Library for Council
meetings in 2008.
Next Council meeting: 9:00 a.m. Thursday, December 27, 2007 at the
Seminole Community Library. This is a morning meeting.
