Call to Order

Call to order by Chair Plyer absent a quorum at 7:00 p.m.

Public comment was expressed by Gregory Lockett an advocate from the organization The Refuge of Tampa/FAVOC

7:07 p.m. Bruce Wright arrived and a quorum was established.

In absence of a Council Secretary, Membership Registrar Cathy Corry took meeting notes until Member Brian Pitts was elected Council Secretary.

Approve Council Meeting Minutes of 08/23/07

Reading of the August 23, 2007, meeting minutes was waived, without objection. Meeting minutes were approved as submitted.

Reports

Vice Chair Matt Sullivan reported his attendance at and observing the recent Jordan Park community meeting as to how violent crimes have arisen in that area and there is a great concern among the neighbors about safety.

Chair Dave Plyer reported the following:

Circuit 6 Juvenile Justice Board met on September 17, 2007

Board Chair Calvin Harris directed the Members to approve minutes and to exclude corrections submitted by this Council’s representative Dave Plyer.

Board Chair Calvin Harris appointed a new member to the Board. PCJJC representative Plyer vehemently objected. Harris said he would get clarification from DJJ.

Board discussed plans to change its bylaws to increase membership from 18 to 21 members and to remove term limits for officers. PCJJC representative Plyer reminded the Board that only DJJ may change the bylaws. Board Chair Harris said he would contact DJJ for its opinion.

PCJJC representative Plyer asked Board Chair Harris for his written apology to the PCJJC for his “despicable behavior” towards it. Harris stated, “Not likely.”

Board discussed membership status of PCJJC appointee Chimurenga Waller. Board bylaws allow for the removal of Waller for lack of attendance. The Board took no action.

Chair Plyer asked the Council for and received authority to move that the Circuit 6 Juvenile Justice Board remove Waller should he fail to attend the next Board meeting scheduled for January 2008.

Chair Plyer submitted an e-mail to the Chief Inspector General, Office of the Governor, to investigate DJJ’s 2007-8 delinquency prevention grant review procedures. As of this meeting, the investigation has not been completed.

Old Business

Election of Council Officers and Circuit 6 Juvenile Justice Board member

Nomination Committee Chair Bruce Wright reported no officer nominations for council officers and two nominations for Circuit 6 board member: Matt Sullivan and Rev. Charles McKenzie. 

There was discussion on the status and replacement of Board Member Waller and election as to that seat.

Nomination Committee Chair Wright nominated the existing Council officers Plyer, Sullivan and Corry for re-election.

Discussion was made by Membership Registrar Cathy Corry as to her concern with dual duties as acting secretary and registrar. Member Brian Pitts nominated himself as Secretary for election. 

The Council voted in the majority and elected their officers as follows:  Dave Plyer Chair, Matt Sullivan Vice Chair, Brian Pitts Secretary, and Cathy Corry Membership Registrar.

Ballots were handed out to members to appoint a member of Circuit 6 Juvenile Justice Board after the nominated persons had spoken or those on their behalf. The Council cast their votes resulting in a tie. By majority vote, a second vote was done by hand. Member Pitts abstained. By majority vote Matt Sullivan was appointed member by the Council to the Circuit 6 Juvenile Justice Board.

Member Doug Dallier stated 'for the record' that he would like Rev. McKenzie considered for the next Board member opening.

Develop Annual Calendar

Member Bruce Wright moved that there be 10 meetings on the 2008 council calendar. The motion was seconded by Member Dennis Segall. After debate, the motion failed.

Member Bruce Wright moved that there be 8 meetings on the 2008 council calendars. The motion was seconded by Member Dennis Segall. After debate, the motion was adopted.  

Vice Chair Matt Sullivan moved that the 8 meetings on the 2008 Council calendar to be held in the evening. The motion was seconded by Member Dennis Segall. The motion was adopted without debate.

Proposed legislation for administrative funding

Member Brian Pitts spoke on how the Council may apply for administrative funding from DJJ and would present documents or forms at the coming executive or general meeting 

New Business

Membership Registrar Cathy Corry moved “that the Council submit a request to the Office of the Attorney General requesting an opinion on whether Florida Statute 985.664 allows for existing members of a Circuit Juvenile Justice Board to appoint members to its own Circuit Juvenile Justice Board, when two county juvenile justice councils exist within the circuit.” The motion was seconded by member Dennis Segall. After debate, the motion was adopted. 

Council Member Announcements

Membership Registrar Cathy Corry spoke on and encouraged attendance at the forthcoming DJJ Blueprint Commission public meeting in Tampa, FL on October 29 and 30 at The University Area Community Development Center, 14013 North 22nd Street, Suite A., Tampa.

Member Keith Estes provided information about the upcoming November 14th Great American Teach In.
