Juvenile Justice Council: September 27, 2007 — Report from the Chair
Circuit 6 Juvenile Justice
Board meeting September 17, 2007
- PCJJC
representative Plyer submitted corrections to the minutes. Board chair
Harris told the members to approve the minutes as submitted. Harris excluded
the corrections from his directive.
A copy of the corrections Plyer submitted are provided to the Council
for its records.
- Board
chair Calvin Harris appointed a new board member. There was strong objection
from the Pinellas County Juvenile Justice Council’s representative, Plyer.
Plyer reminded Harris, and the board members, that only the juvenile justice
county councils may appoint members to the board. [FS
985.664 (7)]. At the previous board meeting on July 23, 2007, Harris
said he would get clarification from DJJ [Department of Juvenile Justice]
for this action. He did not do so. A motion was approved to get a legal
opinion from DJJ.
- There
was discussion to change to the board’s bylaws to 1) remove term limits for
officers [C6JJB
bylaws III A 2] and 2) increase board membership. [FS

A 6]. The Board did not move to change the bylaws but Harris said he
will contact DJJ for its opinion.
- PCJJC
representative Plyer reported that the Council has not received a written
apology from Circuit 6 Juvenile Justice Board Chair Calvin Harris for his
despicable behavior towards the Council. Harris said, “Not likely.”
- There
was discussion concerning the lack of attendance of Board member Chimurenga
Waller. The Council appointed Waller in September 2006 but he has not
attended any board meetings. Board chair Harris said that no action would be
taken to remove Waller for lack of attendance, at this time. [C6JJB
bylaws II D 2]. Council representative Plyer said he would contact
Waller to ask that he resign from the board if he has no plans to attend
board meetings. If there is no objection from this Council, should Waller
fail to attend the next Board meeting, without resigning, I will ask the
board to remove Waller as a member.

Investigation of DJJ’s 2007-8
delinquency prevention grant review procedures
On August 23, 2007, the Pinellas
County Juvenile Justice Council supported a request by the Chair to ask the
Inspector General, Office of the Governor, to investigate DJJ’s 2007-8 grant
review procedures. On August 27, 2007, the Chair e-mailed the request to Melinda
Miguel, Chief Inspector General, Office of the Governor. A copy of the
8/27/07 e-mail from Plyer to Miguel is submitted for the record.
On September 26, 2007,
Investigations Manager Heidi Huelskoetter e-mailed, “I do not have any
information to report at this time. We are in the process of gathering
information from the DJJ Inspector General's office. When the review has been
completed, you will be contacted with the status of your complaint.”
