The Department of Juvenile Justice has reviewed your suggestion that the Department's grant application process does not comply with the law, specifically Section 985.676(2)(a), Florida Statutes.  Please know that the Department has determined that the grant application process applied to Pinellas County fully complies with Section 985.676(2)(a), Florida Statutes.  There has been no violation of the statute by the Department in the grant application process. 

Pursuant to Section 985.676, Florida Statutes, the department established the grant application procedures.  To ensure continuity and encourage collaboration within the circuits, we provide the grant applications to the Juvenile Justice Circuit Boards for distribution to their designated grant reviewers or we provide the applications to the grant reviewers identified by the circuit board.  We strongly encourage the Circuit Boards to include representation from the County Councils in their circuits in the review process.

After the Juvenile Justice Circuit Board's grant reviewers have completed their review, the Chair of the Circuit Board prioritizes the proposals and forwards the Board's recommendations to the Department of Juvenile Justice.  Additionally, the Chair of the Circuit Board provides a letter confirming that the grant applications have been reviewed and found to support one or more purposes or goals of the juvenile justice plan as developed by the Circuit Board.

As you requested, this response provides an immediate resolution to the issue.
