03/13/07 Davison (DDJ) to Plyer: “[DJJ] will continue its commitment to the [PCJJC] from "Davison, Richard" <Richard.Davison@djj.state.fl.us>
hide details Mar 13 Mr. Plyer, It is regrettable that you believe the Department of Juvenile Justice discriminates against the Pinellas County Juvenile Justice Council. Please allow me to assure you that the Department of Juvenile Justice fairly and equitably supports the Pinellas County Juvenile Justice Council in all aspects. As I indicated in our discussion yesterday, the Department of Juvenile Justice will continue its commitment to the Pinellas County Juvenile Justice Council as it continues to support the needs of children of Pinellas County and Circuit 6. The Pinellas County Juvenile Justice Council receives the level of support, as the other county councils, in accordance with the availability of resources and staff. Please be assured that the Department of Juvenile Justice will continue to be good stewards of the public trust as we continue to meet the reasonable needs and requests of each Juvenile Justice County Council and Juvenile Justice Circuit Board. In an effort to meet the unique needs of the Pinellas County Juvenile Justice Council, the Department of Juvenile Justice undertook the exceptional task and expense to gather and overnight to you with the grant applications you requested, even though the applications are readily accessible to you locally from the Circuit 6 Juvenile Justice Board. We look forward to your continued work on behalf of the children of Pinellas County through the Pinellas County Juvenile Justice Council and the Circuit 6 Juvenile Justice Board. Rick Davison, Deputy Secretary -----Original Message----- From: Dave Plyer [mailto:d.plyer@gmail.com] Thank you for your follow up call to me today, March 13, 2007, as you promised. From our conversation this morning, I understand that the Department will send the grant applications, relative to Pinellas County, to me today. The Pinellas County Juvenile Justice Council needs five copies of each application to distribute to its grant reviewers. The issue of copies is one part of a larger issue that the Council has with the Department. For example, the Department contracts JJCRISPs to provide clerical support to assist the boards and councils. However, the Department's JJCRISP, who had served the Pinellas council, wrote on January 4, 2007 that she would no longer do so. If the JJCRISP chooses not to support a council, then the Department must provide the support in some other way. Therefore, I find it curious that, to date, the Department supports, at taxpayer expense, other boards and councils but not the Pinellas council. Either the department supports all or it supports none. I find it more frustrating that the Council's repeated emails to the Department are ignored. Cathy Corry, an officer of the Pinellas council, summarized this in her email to you earlier today. See email below. You have addressed my immediate issue of copies for the Council's grant application reviewers. The broader issue of the Department's apparent overall discrimination against the Pinellas council remains. Please investigate this. If discrimination exists, abolish it. If it does not exist, then explain the Department's lack of cooperation with the Pinellas County Juvenile Justice Council. Dave Plyer, Chair |
