Call to Order:

Chair Dave Plyer called the meeting to order at 6:30 p.m. A quorum was established.

In the absence of the Secretary, the Chair recorded the minutes.

New Business

Review of 2007-8 DJJ Delinquency Prevention Grant Applications.

The team completed DJJ’s grant review training and independently scored four grant applications provided by DJJ to the Pinellas County Juvenile Justice Council. The applications were scored solely on the instructions and information provided by the Department of Juvenile Justice.

The scorers were Council Members Cathy Corry, Dave Plyer and Matt Sullivan.

The Chair appointed Cathy Corry to collect the team members’ Conflict of Interest Declaration Forms and their completed Delinquency Prevention 2007-2008 Peer Review Sheets and to record the members’ scores for each application.

Each member of the team read their scores aloud. Corry recorded the scores in this table:

Discussion followed. These concerns and suggestion emerged:

Concerns

1. None of the applications contained "A letter from the chair of the juvenile justice circuit board confirming that the grant application has been reviewed and found to support one or more purposes or goals of the juvenile justice plan as developed by the board." This is the first of eight requirements, of all applicants, specified in Florida Statute 985.676(2)(a). The other seven requirements were met by the applicants.

2. The document used by applicants to focus their proposals, REFERENCE SUPPLEMENT 1 - High Risk Zip Codes by County, states: "For each county, at least 70% of youth referred reside in the zip codes listed." The cumulative total for youth referred in Pinellas County totals 39%.

3. The applications were consistently lacking in meaningful performance metrics.

Suggestions for DJJ

1. Put spaces on each page of the Delinquency Prevention Peer Review Sheets for the scorer’s name, the application number and the agency name.

2. Put spaces on each Conflict of Declaration for the application number and the agency name.

The results of this team meeting will be presented for approval by the Council, as a whole, at a special meeting scheduled for 7:30 pm March 29, 2007.

The documents are scheduled to be hand-delivered to Pat McGhee, DJJ Delinquency Prevention Specialist, on March 30, 2007. In addition, a copy of the score sheets are scheduled to be emailed to Kristin Avery, Grants Manager, Department of Juvenile Justice before 5:00 pm on March 30, 2007.

There being no further business, the Chair recommended the meeting be adjourned. There was no objection. The meeting adjourned at 7:20 p.m.
