Pinellas County Juvenile Justice Council November 21, 2006 — Report of the Chair Appointments to the Circuit 6 Juvenile Justice Board At its meeting of October 30, 2006, the Council appointed six members to the Circuit 6 Juvenile Justice Board. Those appointed are Susan Biszewski-Eber, Jim Coats, Greg Pound, Norm Roche, Bruce Wright and Dwight “Chimurenga” Waller. The Council chair sent each person a letter and email announcing his or her appointment. The Chair submits for the record a copy of the text of the letter and email to the incoming and outgoing board members. Also submitted are the mailing addresses used. On November 8, 2006, the Council Chair received a letter from Assistant Pinellas County Attorney Carl E. Brody about former Board member Ken Welch. Brody argues that there is “no limit on the term of a member of the Board.” He continues, “Commissioner Welch will be in attendance as a member in good standing at the next meeting of the 6th Circuit Juvenile Justice Board.” On November 15, 2006 the Council explained, via email, to Brody that Florida Statute 985.664, the C6JJB bylaws and the Pinellas County Juvenile Justice Council Bylaws support the Councils authority to make two-year appointments to the C6JJB and that Welch may continue to attend meetings as a member of the public not as a member of the Board. To date (11/21/06) there has been no reply from Brody. A copy of 1) the Council’s letter to Welch informing him that he is no longer a member of the Board, 2) a copy of Brody’s letter to the Council arguing Welch is still a member and 3) the Council’s reply to Brody that appointment to the Board is for a two-year period—not an unlimited duration—are submitted for the record.
