Call to Order

Chair Dave Plyer called the meeting to order at 6:33 p.m. A quorum was not established.

In the absence of the Secretary, Chair Dave Plyer requested that meeting minutes be taken by Cathy Corry. There was no objection.

In the absence of a quorum, minutes were not reviewed or approved.

Report from the Chair

The report from Chair Dave Plyer was received and placed on file.  Chair announced next Council meeting is scheduled for Thursday, August 24, 2006 at 6:30 p.m. at Seminole Community Library.

Chair stated that the Circuit 6 Juvenile Justice Board members were invited to this Council meeting and recognized Board member Martha Lenderman in attendance.

Vice Chair Matt Sullivan reported on the Nomination Committee meeting and stated that he will be sending an email message to Council members describing the criteria for nominating Council officers and Board members.  He announced the next meeting of the Nomination Committee is Monday, August 14, 2006 at 6:00 p.m. at Seminole Community Library.

There was discussion about military recruiting in schools, FDLE release of juvenile arrest records, and boot camps. 

Meeting Break:   7:18 p.m. to 7:30 p.m.

New Business

Annual Meeting Schedule: A proposed annual meeting calendar for 2007, developed by the Executive Committee, was distributed for review to Council members.  There was extensive discussion of the proposed daytime/evening meeting hours.  The proposed calendar will be further discussed at the August Council meeting.

Council Member Announcements

Bruce Wright stated that he would like alternative recreation made available to youth.

Denis Segall described his participation in the interview process for a documentary film being developed by a Delaware film company.  Dennis, parents, advocates and youth were interviewed in his home for this film, titled Justice For All.  He related comments by the film director that Florida was the worst state in the treatment of youth and Missouri was the best.

Cathy Corry provided the following statements for the record:

> Jim Coats has attended all three quarterly meetings of the Circuit 6 Juvenile Justice Board since this Council summoned him in January.  Sheriff Jim Coats has participated in the Board meetings in a proactive and professional manner as the Pinellas Council’s law enforcement representative.

> Calvin Harris has exhibited unethical behavior as Chair of the Circuit 6 Juvenile Justice Board.  During the July 17th public meeting of the Board, Calvin dismissed a fellow Board member's concerns regarding the Board's Bylaws by stating "the Bylaws, that's just a piece of paper”. 

Matt Sullivan said he would like the Chair to request that the Circuit 6 Juvenile Justice Board offer at least one evening meeting per year, of the four quarterly meetings they have scheduled annually.

There was open discussion about various juvenile justice issues.
