Pinellas County Juvenile Justice Council June 22, 2006 — Report of the Chair

Committees

  • Zero Tolerance Committee: The Zero Tolerance Committee was an ad hoc committee. It was assembled to address a specific one-time issue. The mission of the Zero Tolerance Committee, Chaired by Rev. Bruce Wright, was to provide input to the Three Year Strategic Plan 2004-2007. The committee did that. In fact, the committee’s work is the support for the Councils plea for a moratorium on school-related arrests of disorderly conduct and disruption of school environment. With the committee’s work completed, the Council Chair contacted Rev. Wright on June 18, 2006 to notify him that the committee is disbanded. A copy of the email to Rev. Wright announcing this is submitted for the record.

  • Outreach Committee:  The Outreach Committee is presently inactive. Council Chair Plyer relieved Outreach Committee Chair Ortiz of further service by way of an email of June 18, 2006. A copy of that email is submitted for the record.

  • Other Inactive Standing Committees: The Community Planning Committee and the Community Needs Committee are inactive. Refer to Article VI of the bylaws for details about standing  committees.

  • Nomination Committee: Two significant events are just a few months away. At the September meeting, the Council will elect new officers. Then, at the October meeting , the Council will appoint seven representatives to serve a two-year term as members of the Circuit 6 Juvenile Justice Board. For more information on the election of officers, refer to Article V of the bylaws. For information on board appointments, refer to Article VII of the bylaws. I have appointed Vice Chair Sullivan to serve as Chair of the Nomination Committee.

Moratorium on school-related arrests for “Disorderly Conduct” and “Disruption of School Environment”
Vice Chair Matt Sullivan will report on the School Board workshop on Discipline of  June 13, 2006. Membership Registrar Cathy Corry, acting as President of Justice4Kids.org, will report on her discussions with DJJ and subsequent letter from Secretary Schembri on alternatives to school-related arrest.

Support from DJJ
Tim Niermann, Circuit 6 Chief Probation Officer, Department of Juvenile Justice,  for expanding the voice message on the JJCRISP telephone number (727-893-1247) to include a contact name and telephone number for the Pinellas and Pasco County Juvenile Justice Councils and the Circuit 6 Juvenile Justice Board. Thanks, again, to Tim for resuming post card notification of Council meetings.

Next Council meeting: 6:30 p.m. Thursday, July 27, 2006 at the Seminole Community Library, 9200 113th Street N., Seminole, FL 33772. The Council received a letter from the Seminole Community Library, dated June 14, stating that, due to early voting for the primary elections, the Council’s meeting room has been pre-empted on August 24 and October 26, 2006. The Council meetings on those dates will still be at the library but not in this room.

This report is submitted for the record by PCJJC Chair Dave Plyer 6/22/06.
