Chair Dave Plyer called the meeting to order at 6:30 PM. A quorum was not established. 

In the absence of the Secretary, Chair Dave Plyer requested that meeting minutes be taken by Cathy Corry. There was no objection.

Minutes were not approved because of the absence of a quorum.

Report from the Chair

The report from the Chair was received and placed on file.  Chair announced next Council meeting scheduled for Thursday, July 27, 2006 at 6:30 PM at Seminole Community Library in Seminole, FL., and noted that the library communicated a conflict with upcoming meetings scheduled in August and October because of the need to have the meeting room for voting.

The Chair provided the following information about committees:

Ø       Zero Tolerance Committee has completed its ad hoc work and is disbanded.

Ø      Outreach Committee is presently inactive.

Ø      Community Planning Committee and Community Needs Committee are inactive standing committees.

Ø      Nominations Committee is formed for two purposes – September officer elections and October Board member elections.  Chair Dave Plyer appointed Vice Chair Matt Sullivan to serve as Chair of the Nominations Committee. 

New Business

There was continued discussion on school discipline/arrest issues relative to the Council's request to the Pinellas County School District for a moratorium on arrests of 'disorderly conduct' and 'disruption of school environment'.

Vice-Chair Matt Sullivan reported on his meetings and conversations with various people regarding alternatives to arresting students in Pinellas County schools: Pinellas Public Defender Juvenile Division Director Bob Gardner; Circuit 13 State Attorney Juvenile Division Director Patti Pieri; School Board members Carol Cook and Mary Brown.  Sullivan provided the Council with suggested language as a recommended change to the Pinellas County School District Code of Student Conduct.  Sullivan provided a written report for the Council’s files.

Cathy Corry distributed copies of a June 1st letter from DJJ Secretary Anthony Schembri to JUSTICE4KIDS.  The letter includes language that supports alternatives to school-related arrests of students. 

Announcements

Cathy Corry provided the following information for the record:

MISCONDUCT BY STATE ATTORNEY BERNIE MCCABE - During the June 14th Pinellas Police Standards Council meeting of police chiefs, Bernie McCabe disparagingly characterized the Pinellas Juvenile Justice Council by calling the Council a rebel organization, stating that the Council has been peppering the school board, has been hounding the school board, and has been shoving things down the throats of the school board.  I consider this to be a breach of public trust.

There was open discussion about various juvenile justice issues.
