Pinellas County Juvenile Justice Council May 25, 2006 — Report of the Chair May 2, 2006 PCJJC website was put on online: The Council now has a website that can serve as home base where people can go to learn more about the Council The site is PinellasJJC.org. May 22, 2006 Completed and returned to DJJ the "Department of Juvenile Justice ( DJJ ) JJCRISP Partnership Coordinators Review and Assessment Survey”. DJJ sent the survey to the Chairs of all County Juvenile Justice Councils and Circuit Juvenile Justice Boards. The survey consisted of 15 yes no questions with space for comments. The Chair completed the survey for the Pinellas County Juvenile Justice Council. The chair commented: “The position of JJCRISP Coordinator is of no value to Pinellas County Juvenile Justice Council.” Additional comments included “Clearly define the scope and duties of the JJCRISP Coordinator to the councils and boards and include them in the selection process. Or, abolish the position of JJCRISP coordinator.” Bids for the position are being accepted. A copy of the survey is submitted for the record May 23, 2006 Council appealed for a moratorium on certain school-related arrests. At the April 27 Council meeting, members were invited to speak in support of the moratorium at the May 23, 2006 meeting of the Pinellas County School Board. The members were also encouraged to reach out to the community to get others to participate. Council members Marissa Massanet, Ryis Stearns, Dennis Segall, Matt Sullivan, Cathy Corry and Dave Plyer presented arguments in support of a moratorium on school-related arrests for “Disorderly Conduct” and “Disruption of School Environment.” (Motion of December 28, 2005). A member of the public did read an excerpt from the report “ARRESTING DEVELOPMENT: Addressing the School Discipline Crisis in Florida.” Council member Bonnie McClelland and a member of the public came to speak but had to leave due to the late start time of the Public Comments—it was three hours before the public had a chance to speak. The Chair’s remarks, on behalf of the Council, along with supporting statistics are submitted for the record. Ryis Sterns also recounted his experience, with a school-related arrest for disorderly conduct, in an interview with Beau Zimmer of Tampa Bay’s 10 News. Matt Sullivan, represented the Council in that interview. The interviews took place at the school board building before the meeting started. Mr. Stearns’ segment was the lead story that evening on Tampa Bay’s 10 News at 11:00 pm. A link to the interview was emailed to Council members. The School Board has a workshop on this topic scheduled for Tuesday June 13, 2006. The public can observe, but cannot participate in, the workshop. Because of this, the May 23 School Board meeting was Council’s opportunity to tell its story to Superintendent Wilcox, school board members and the public. May 25 JJCRISP Coordinator resigned. Diana Boyce, the JJCRISP Coordinator for Circuit 6 resigned. The Chair, asked Marquita McGuire, DJJ, to include the Pinellas County JJC as a contact on the JJCRISP Coordinator’s phone massage.
