Minutes 03/23/2006 Chair called the meeting to order at 7:16PM. A quorum was not established. In the absence of the Secretary, Chair Dave Plyer requested that minutes be transcribed by Council Member Carol Schiffler. There were no objections. In the absence of the Parliamentarian, Chair Dave Plyer requested that roll call be recorded by Council Member Cathy Corry. There were no objections. Chair reported that the four recommendations adopted by the Council on February 23, 2006 were presented to DJJ. The Chair further reported that the Council is independent of the DJJ and the Circuit 6 Juvenile Justice Board and that the next meeting of the Circuit 6 Juvenile Justice Board is April 24, 2006. Report received and placed on file. Council Member Bruce Wright, Chair of the Nomination Committee, verbally provided the Committee report. There were two nominations: Matt Sullivan for Vice Chair and Carol Schiffler for Secretary. The Committee Chair is to provide the Council Chair with the written report. The Chair read the JJCRISP Monthly Status Report (a DJJ document) of the Council’s February 23, 2006 meeting. The following corrections were submitted in writing by the Chair to the Circuit 6 Partnership Coordinator: Section: Identify and describe any highlights, concerns, or controversies that were raised Item: “Chair announces DJJ Week is March 13-17 Day of protest is March 15th” Corrected item: Chair announces DJJ Week is March 13-17. Item: “Motion passes for meetings to now begin at 7:00pm instead of 6:00pm” Corrected item: Motion passes for meetings to now begin at 7:00pm instead of 6:30pm. Further correction submitted by Council Member Schiffler verbally: Meetings to begin at 7:00PM when they are held at North Greenwood Recreation facility (March and April, 2006). [See minutes of 02/23/2006] Item: “There was a motion for the Council to submit a letter on SB0304 and SB0320 regarding child restraints during delinquency proceedings no second, motion dies” Corrected item: This motion passed in Council. The item cited was part of the Chair’s report on activity at the Circuit 6 Juvenile Justice Board meeting, where the motion died for lack of a second. Item: “Unclear if SB1406 relating to juvenile criminal history information was approved by Council to take action regarding this bill or not but it was presented” Corrected item: The motion to take action regarding SB1406 was adopted.
