Meeting called to order at
6:42 PM. There was no quorum at that time.
In the absence of the
Secretary, Chair Dave Plyer requested that minutes be transcribed by Council
Member Carol Schiffler. There were no objections.
In the absence of the
Parliamentarian, Chair Dave Plyer requested that roll call, and roll call votes,
be recorded by Council Member Cathy Corry. There were no objections.
Roll call established a
quorum at 6:55PM. The meeting roster follows:

PCJJC Chair reported on the Council’s recent activities:
-
Election of new officers and the
subsequent resignation of the Vice-Chair
-
Appeal to school officials for a
moratorium on certain school-related arrests
-
Effort to draft language to the
C6JJB in support of cessation of the use of shackles on youth in
court
-
Attempt to get an explanation and a
written apology from Jim Coats for his failure to attend Board
meetings. Coats was present at this Board and mentioned that he
would try to attend the next Council meeting.
Board Chair, Calvin Harris
implied that PCJJC:

“There are other models [than a county council],” said Harris.
PCJJC Chair moved that “this [Circuit 6
Juvenile Justice] Board submit a statement to DJJ in support of SB 0304
and SB 0320, sponsored by Senator Gary Siplin, which will limit the use
restraints on children during juvenile court proceedings.” Motion died
for lack of a second. |

Report of Zero Tolerance Committee – Council Member Bruce Wright
Action: "Verbiage to give to the
Circuit 6 Juvenile Justice Board to request their assistance in the
implementation [of Zero Tolerance Special Committee recommendations, which were
approved in the Three Year Strategic Plan of the PCJJC, January 27, 2005]."

7:30PM, St. Petersburg Main Library. Meeting minutes and Committee’s DRAFT

Report of Community Outreach Committee – Council Member Chris Ortiz
Status: First meeting of Committee
scheduled for March 20, 2006, from 7:00-9:00PM at the Pinellas Senior Citizen
Center. A public notice will be posted no later than March 2, 2006.
New business:
Chair
appointed Council Member Bruce Wright as chair of the Nomination Committee.
At the next
Council meeting, this committee will report nominations received for the offices
of Vice Chair (resigned), Secretary (resigned) and Membership Registrar (new
position).
Council Member Bruce Wright
made a motion that meetings of the Pinellas County Juvenile Justice Council
begin at 7:00PM. The motion was seconded.
After debate, Council
Member Cathy Corry made an amended motion that
"the
Pinellas County Juvenile Justice Council meetings for March and April [Secretary’s
clarification: March and April, 2006] at the North Greenwood Recreation
Complex location be moved to start at 7:00 p.m. and that the meetings held at
the Seminole Community Library location [Secretary’s clarification: May
through December, 2006] start at 6:30PM."
The motion was seconded. The motion was adopted
via roll call vote: 16 in favor; 1 abstention.

Bruce Wright moved that “the Juvenile Justice Council of Pinellas
County support, and request that the 6th Circuit Board support a
closure of all Florida boot Camps, particularly any Boot Camps in the 6th
Circuit, in view of the recent revelation of the death of Martin Lee Anderson at
the Bay County Sheriff’s Department Boot Camp, Jan 6, 2006, due to the beating
he received from the guards.”
After debate, the motion was amended by Cathy Corry, that "the
Pinellas County Juvenile Justice Council request that the Department of Juvenile
Justice support a closure of all Florida Boot Camps." The motion was seconded
and, without further debate, adopted via roll-call
vote -13 in favor; 3 opposed; 1 abstention

Cathy Corry moved that this Council advise the DJJ to support the
passage of SB0304 and SB0320, currently being considered in the Florida
Legislature, relating to the use of child restraints during delinquency
proceedings.
There was a second and the motion was adopted by voice vote
without discussion and with no opposition.
Cathy Corry moved that this Council advise the DJJ to support the
passage of Senate Bill 1406, currently being considered in the Florida
Legislature, relating to juvenile criminal history information.
There was a second and the motion passed on a voice vote without discussion and with no
opposition.
Cathy Corry moved that this Council advise the DJJ to support the
passage of HB527 and SB1008, currently being considered in the Florida
Legislature, relating to suicide prevention.
There was a second and the motion
passed on a voice vote without discussion and with no opposition.
