Welcome; Call to Order: The Chair called the meeting to order at 7:40 p.m.  The Chair welcomed everyone to the meeting and thanked him or her for their participation in this meeting.

 

Attendance; Quorum Count: The Parliamentarian proceeded with the roll call and certified the vote and quorum count with cards. The Parliamentarian certified that there were 16 active members in attendance and 14 voting members (Chair does not vote unless there is a tie) in attendance, which constitutes a quorum according to the Pinellas County Juvenile Justice Council By-Laws.

 

At the request of the Chair, Earl Reeves from the Juvenile Welfare Board of Pinellas County (JWB), the trainer for the Parlimentarian Procedures Workshop scheduled to present at the regular council meeting that was to follow the Special Inquiry, instead facilitated the Council on the correct way to move on a motion that was presented during the Special Inquiry.  JWB Trainer, Earl Reeves instructed the Council on the proper procedure according to Robert’s Rules of Order. 

 

Council Member Wright rose and stated Madame Chair, “I move to suspend the rules for the rest of this session in order to address the concerns of the Special Inquiry”.  Council member Sullivan seconded the motion.  Madame Chair called the vote and all were in favor. 

 

The Special Inquiry session was continued and was facilitated by Michael Whalen.

 

Adjourn:  A motion was made by adjourn the meeting by Council member Browning and was seconded by Council member Plyer. The meeting adjourned at 8:35 p.m.

 

Next meeting date: The next meeting is scheduled for 9-11 a.m. at Pinellas Park Training Facility  (Park Station)  - 5851 Park Blvd, Pinellas Park, FL on September 22, 2005.
